Thomas was born in Muckamore, County Antrim and lived in Belfast. He enlisted in Cookstown and served with the 9th Royal Inniskilling Fusiliers. Private Thomas Jeffrey was killed in action on 1st July 1916, during the Battle of the Somme. He has no known grave and is commemorated on panel 4D-5B on Thiepval Memorial, France

The Thiepval Memorial will be found on the D73, next to the village of Thiepval, off the main Bapaume to Albert road (D929). Each year a major ceremony is held at the memorial on 1 July.
